The Ministry of Public Works, in collaboration with the Fiji Roads Authority (FRA),
has officially launched the Vegetation Control Works Contracts Initiative, a
landmark step under the broader Small Works Contracts program. The launch event,
held at the FRA Rewa Depot, was officiated by the Minister for Public Works,
Meteorological Services and Transport, Hon. Ro Filipe Tuisawau.
This initiative represents a bold move by Government to support inclusive
economic growth, particularly in rural and underserved areas, by empowering
resource owners and youth groups to take an active role in the maintenance of
road infrastructure—specifically through vegetation control and minor works along
rural road networks.
“This is not just about maintaining our roads—it’s about empowering our people,”
said Hon. Tuisawau. “It’s about creating meaningful economic opportunities for our
resource owners and ensuring that development reaches the grassroots.”
The Minister acknowledged the structural challenges many indigenous iTaukei
landowners face when participating in the formal economy. He stressed the need to
move away from systems that favour only those with the means and resources to
navigate tendering processes.
“We must shift from development models where only a few benefit. Our approach
must be holistic and culturally grounded—one that values equity, inclusion, and the
strength of our communities,” he added.
In its first phase, the initiative will engage 32 community-based groups across all
four divisions, covering over 570 kilometres of rural roads. At the launch, 15
groups were present and have already begun mobilising for works in their
respective areas.
By directly engaging local communities and equipping them with structured
support, training, and income-generating opportunities, the Ministry aims to set
a new benchmark for rural development—one rooted in partnership,
sustainability, and respect for traditional resource ownership.
The Ministry, FRA, and other stakeholders will continue to monitor the
implementation of this initiative and explore its expansion across other
infrastructure-related sectors.
